Japanese man diagnosed with coronavirus after visiting Hawaii – Reuters

(Reuters) – Hawaii health authorities began a search on Friday for anyone who may have had close contact with a Japanese tourist who fell ill on the island of Oahu and tested positive for a new coronavirus soon after returning to his home country.

The case came to public attention at a Honolulu news conference by Governor David Ige and senior state health officials, who said the man in question is believed to have become infected in Japan before embarking on his trip, or while en route to Hawaii.

That assumption is based on the 14-day incubation period of the virus, and the fact that the man became symptomatic after less than a week in Hawaii, the state health officials said.

The patient and his wife visited the island of Maui from Jan. 28 to Feb. 3, then traveled to Oahu, where they stayed until flying on Feb. 7 back to their home in the Aichi Prefecture of central Japan, the officials said.

The man had exhibited no sign of illness until reaching Oahu, where he first developed cold-like respiratory symptoms but no fever, the state’s health direct, Dr Bruce Anderson, told reporters.

Once back in Japan, he became more seriously ill and was tested for the coronavirus after going to a hospital, Anderson said.

Hawaii officials were notified through the U.S Centers for Disease Control and Prevention (CDC) on Friday, and state authorities in turn alerted local health providers to be on the lookout for coronavirus-like illnesses.

“We do believe that this is a serious concern, and I want to assure you that this scenario is exactly what we’ve been preparing for and are prepared for,” the governor said.

The greatest immediate focus is to identify and track down individuals who had “prolonged, face-to-face contacts” with the Japanese man after he began showing symptoms on Oahu, said Dr Sarah Park, the state’s chief epidemiologist.

Based on what is known about transmission of the disease, the patient was unlikely to have been contagious while on Maui because he was asymptomatic then, and anyone who had fleeting, incidental contact with him after he became ill, such as passing him in a hallway, would be considered at low risk, Park said.

The man’s apparent lack of fever while in Hawaii also bodes well because infected individuals are believed to be most contagious when feverish, she said.

The man’s precise travel itinerary remained unclear, except that he stayed at a Hilton Grand Vacations time-share condo in the Waikiki section of Honolulu, Anderson said, adding that he only sought medical care upon returning to Japan.

State health officials said they were consulting Japanese authorities to get more details of his Hawaii visit.

Hawaii, the U.S. Pacific island state closest to the origin of the coronavirus outbreak, has seen no infections documented on its soil, while the number of U.S. cases confirmed nationwide stands at 15, none fatal. Eight cases are in California.

The worldwide total now exceeds 66,000 cases, with more than 1,500 deaths, most of them in China’s Hubei province, the epicenter of the outbreak.

Beyond China, nearly 450 cases have been tallied in some 24 countries and territories, and three deaths. Japan is among the nations hardest, with 251 confirmed cases, most of them on a cruise liner quarantined in a port.

Japan confirmed its first coronavirus death on Thursday.

Police arrest married couple accused of being ‘money mules’ in CRA scam – Calgary Herald

Investigators have arrested an Ontario-based married couple accused of acting as “money mules” in the Canada Revenue Agency phone-and-internet scam, Mounties announced Friday, hailing the move as a significant development in their ongoing fight against the widespread scheme.

Wednesday’s arrests were expected to make a dent in the prevalence of the scam in which fraudsters impersonate Canada Revenue Agency employees, along with the smaller bank investigator and tech support scams, Insp. Jim Ogden told a news conference.

“We have disrupted the necessary flow of money from Canada to India, which will have a big impact on the operation and the bottom line of the scammers,” he said.

Between 2014 and 2019, the CRA scam has resulted in victims losing more than $16.8 million. When combined with the other two scams, it jumps to a total of $30 million over that period, police said.

Ogden alleged the couple would receive boxes of cash from Canadians and forward the money to the scams’ base in India. He didn’t say how much money they’re accused to have laundered, but noted $27,000 cash and more than $100,000 in jewelry was allegedly seized from their Brampton, Ont., home.

Both Gurinderpreet Dhaliwal, 37, and his wife Inderpreet Dhaliwal, 36, of Brampton, Ont., are charged with fraud over $5,000, laundering the proceeds of crime and property obtained by crime.

They’ve also issued a Canada-wide arrest warrant for Shantanu Manik, a 26-year-old foreign national who they believe is now in India.

The developments come as part of the ongoing Project Octavia, which is being run by the RCMP Greater Toronto Area Financial Crime section. It was initially conceived as a campaign to inform Canadians about the scams and provide intel to investigators in India, Ogden said.

The probe has helped lead to call centres being broken up in India, he said, but this is a milestone.

“This was a big step we were able to take, to actually find Canadians who were involved as money mules,” he said.

He added that the damage caused by the scam goes beyond the money Canadians have lost.

“The scam has caused fear due to the threat of arrest by the fraudsters who claim to be from various Canadian government agencies,” Ogden said. “This has led to Canadians becoming wary or suspicious even when the CRA is attempting legitimate contact.”

The government’s fight against the scammers has been multi-pronged, with some telephone providers being called on to update their technology to protect against spoof calls.

The Canadian Radio-television and Telecommunications Commission announced late last year that it expected telecom companies to implement systems by Sept. 30, 2020, that will give consumers who use Internet Protocol or VOIP-based phones, or mobile phones, the ability to verify whether calls they receive are from legitimate people, businesses or government agencies.

Ogden said the police probe is far from over.

“Further arrests and charges may result from this investigation. We remain steadfast in our pursuit.”

Hong Kong Disneyland said it will let the government use its sites as quarantine facilities for people it fears may have caught the deadly coronavirus. 

City officials announced that they had secured the permission in a press conference on Friday, CNN reported.

Edward Yau Tang-wah, the head of Hong Kong’s Commerce and Economic Development Bureau, said: “We need quarantine facilities for surveillance. We will leave no stones unturned … We have secured the company’s consent to use part of the site if it is needed.”

Hong Kong’s South China Morning Post reported that the resort is letting the government use a vacant, 60-hectare site which had been reserved for an expansion to the theme park. This would be enough space for around 600 quarantine units, the Post reported.

Hong Kong has confirmed 56 cases of the virus, and one death from it.

Globally, the virus has infected more than 67,000 people and killed more than 1,500. The vast majority of cases are in mainland China, though cases have spread to at least 26 other countries.

Countries have adopted quarantine measures to stop the virus, which China first reported at the end of December. The US, for example, is quarantining that it brought back from China on military bases, while some people around the world are quarantined in places like cruise ships.

Most quarantines are 14 days — but studies have suggested that this might not be long enough.

It is clear when Hong Kong’s Disneyland facilities will be used, or even if they ultimately will be.

But the move was proposed by lawmakers this week, who said that people from Hong Kong who were in China’s Hubei province should be brought back the city and housed in places like Disneyland hotels, The South China Morning Post reported earlier this week.

According to the Post, around 2,000 people from Hong Kong are in the province, which is home to Wuhan, the city of 11 million people that’s the epicenter of the outbreak.

It is not clear whether Hong Kong will bring these people back and use the Disneyland facilities for them, or if the facilities will be used for other people who authorities fear could have the virus.

They could also be used to house visitors from mainland China, who are required to undergo a 14-day quarantine

One lawmaker said earlier this week that authorities should use the thee hotels at Disneyland, the Post reported. It is unclear if the government still wants to use the hotels, in addition to securing the vacant site.

The resort closed in January over the virus outbreak.
